If you’re in the southeast, get ready to celebrate, because a brand new Costco is coming to Pakenham. This $74 million project will take over a 6.2 hectare site, and will include a 14,268 square metre store, a petrol station and 836 car parks. It will also provide services, such as a food court, an optical centre and a hearing aid centre. The planning permit was approved by Cardinia Shire Council earlier this month, and you will eventually find it at 130 Greenhills Road. However, further detailed plans and approvals are needed before construction can take place.

This approval is a huge win for the retailer, after its plans to build in Officer South were rejected by the state government in 2023.
The Cardinia Shire Council said that the Costco development would act as a “key anchor” for the area, and create employment opportunities. According to planning documents, the project would support over 400 jobs during construction, and create 250 full-time equivalent jobs once operational.
The planning permit for the Pakenham site is subject to conditions, such as drainage, road upgrades, odour management and landscaping.
If all goes according to plan, this would be the fifth Costco in Victoria, with other locations in Ardeer, Epping, Ringwood and Moorabbin. The warehouse in Docklands closed in April 2025, and was replaced by the new store in Ardeer.
Earlier this year, the brand revealed their plans to have as many as 20 new warehouses across Australia in five years, with Geelong flagged as another Victorian spot with potential.
